2026 Legislative Session

As we head into the 2026 legislative session, my focus remains on ensuring that Maryland’s systems work for the people they serve. From making government more transparent and accountable to protecting our communities from environmental risks, my legislative agenda is rooted in addressing the real challenges facing our state.

Key Themes:

1. Make Government More Transparent, More Accountable, and Easier to Implement

Marylanders deserve a government that is clear, efficient, and accountable to the people it serves. By modernizing outdated systems and clarifying roles, we can ensure that public programs and policies are implemented effectively and transparently.

  • Recent Action: Clarified the role of the Accountability and Implementation Board to improve oversight of the Blueprint for Maryland’s Future.

  • Upcoming Bill: Modernizing land-use and permitting definitions to streamline processes and improve environmental review.

2. Ensure Reinvestment and Repair Dollars Are Transparent and Locally Accountable

When public dollars are allocated for reinvestment and repair, it’s critical that these funds are used effectively and equitably.

  • Recent Action: Advocated for clear administration of Community Reinvestment and Repair Fund (CRRF) dollars in Baltimore City.

  • Upcoming Bill: Establishing governance and planning requirements for the CRRF to ensure transparency and accountability.

3. Protect Communities from Flooding, Overdevelopment, and Environmental Risk

Flooding and overdevelopment pose serious risks to Maryland’s communities. By strengthening protections and planning, we can safeguard our neighborhoods and natural resources.

  • Recent Action: Sponsored legislation to revise the Forest Conservation Act, limiting excessive variances that harm the environment.

  • Upcoming Bill: Authorizing PDR (Purchase of Development Rights) programs as a conservation and flood-mitigation tool.

4. Social Work Workforce Development

Maryland’s social work workforce is critical to supporting families and communities. By reforming licensure pathways and expanding opportunities, we can ensure that social workers have the tools they need to succeed.

  • Recent Action: Advocated for conditional licensure pathways to address workforce shortages.

  • Upcoming Bill: Allowing licensed clinical social workers to perform workers’ compensation evaluations.
